Summary of the House Committee Version of the Bill

SCS SB 267 -- PROPERTY TAX ASSESSMENT

SPONSOR:  Gibbons (Jackson)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Ways and Means by a vote of 16 to 0.

This substitute replaces deleted language which provided an
opt-in provision for counties that had previously opted-out of
the four rate tax calculation.  In instances where a political
subdivision is contained within two or more counties and at least
one of the counties has opted out of the four tax rate
calculation, the substitute requires the use of the single tax
rate in effect prior to the enactment of House Bill 1150 passed
in 2002.

FISCAL NOTE:  No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS:  Supporters say that the bill was requested by the
State Auditor's Office because of a problem implementing the
formula when one county opted in and one county opted out within
the same school district.  Only a few districts are affected and
need this protection for their funds.

Testifying for the bill were Senator Gibbons; Missouri School
Boards Association; Missouri Association of School Business
Officials; Missouri Council of School Administrators; and St.
Louis Community College.

OPPONENTS:  There was no opposition voiced to the committee.
